Recognizing this view, Japanese men in the Meiji period and beyond made various efforts to remasculinize themselves, both at home and in the eyes of the world. The heavy emphasis on developing military technique and strength and the drive to colonize Asian neighbors are likely related to this issue. The unusual situation of Japan’s rush to modernity after 250 years of near complete isolation, and the sudden importation of Western ideas of what counted as modern in the domains of gender roles, family, and sexuality, no doubt exacerbated these problems.

One of the most striking features of the Meiji reinvention of Japan as a modern nation was the invocation of “the traditional Japanese family system” to provide a model for the imperial state. When the kazoku kokka (family nation), based on the ie seido (family or household system) was formally established in the 1890s through legislation, educational materials, and propaganda, the 44 Gender, Family, and Sexualities emperor was made the symbolic parent of the nation, and all his subjects were told to revere him as they would a “strict father or loving mother” (Ito 2000:495; see also Ueno 1996:214).

Although Japan was in the fortunate position of possessing a populace with an unusually high literacy rate (higher than any of its Asian neighbors, for example, and higher even than the nations of Europe), the functional extent of that literacy was limited by the multiple and unnecessarily complex forms of written language. Many “literate” people could read only the simplest of the four written languages, inscribed in the simplest form of orthography (Unger 1996:24–35). Moreover, literacy in Japan was achieved at a higher educational cost in terms of time and effort than in a country in which the spoken and written languages were more similar.
