Questions regarding the adequacy of the structural arrangements of public authorities are raised. Therefore this study looks at the arguments for ‘neo-developmental state’ – a concept brought forth by Oosterveer (2009), which suggests a renewed and active role for governments in promoting development and ensuring adequate service provision also for the poor, and, on the other hand, the ‘network approach to governance’ which acknowledges limitations to the state’s capacity and suggests a further involvement of other societal actors in the governance of urban environmental infrastructures and services.
